Overview

Flixel is an iPhone app that allows users to take a short video clip, turn it into an animated GIF, and select a portion of the image that will move while leaving the other part stationary. The app was released in early April of this year.

Basically, you hit the capture button and hold the camera really still for a few seconds, then hit the capture button again. After the image is finished rendering, it will show a still version of the GIF. At this point, you can use the eraser to select the portion of the screen that you want to move by running your finger over that area.
